




A Superintendent of a high-performing district in MD forcefully criticizes "ed reform" & offers his own alternatives: 1. reject the industrial model of education with its overreliance on tests, 2. reject so-called "value-added" measures of teacher effectiveness based on student test scores (Montgomery County schools have their own proven methods of assessing teachers, which some have identified as a national model), 3. step up mentoring of struggling teachers before terminating them, 4. adopt a 3-year moratorium on testing while CCS & RTTT waivers/conditions are being weighed.
