




No education researchers, college students, or faculty associations were consulted in the creation of the White House’s RTTT for higher ed. Just college presidents and a few foundations. That might explain why the policy’s main feature is a federal stick for public institutions that can’t reduce tuition by getting any carrots from state legislatures that fund them. Disconnected from reality and a bit of a no-win situation, wouldn’t you say?
