Bios of the panelists:

Jonathan Kaplan, Senior Budget Analyst, California Budget Project
Jonathan Kaplan joined the California Budget Project (CBP) as an educational policy analyst
in 2006. He has authored various studies on educational policy and funding in California,
including analyses of how proposed state policies would impact funding for public K-12 and
postsecondary education and how California’s school funding compares to that in other states.
He has also authored reports on school enrollment trends, the state’s educational funding
system, district-level expenditure patterns, and related topics. Prior to joining the CBP, Jonathan
taught law and United States history for seven years in Martinez, California, where he also
served as chair of Alhambra High School’s Social Science Department. Jonathan holds a
master’s degree in education from the University of California, Santa Cruz, and received his
bachelor’s degree in history from Yale University.

Dr. Jose Moreno, Anaheim City School Board member & Professor, Chicano Studies, CSU-Long Beach
José F. Moreno is an Associate Professor in the Department of Chicano & Latino Studies at California State University, Long Beach.  Dr. Moreno’s area of emphasis is Latino/a Education and Policy Studies.  Born in Guasave, Sinaloa, Mexico and raised in Oxnard, Ca, he received his B.A. in Social Ecology from the University of California, Irvine; Ed.M. from Harvard University; and Ed.D. from the Harvard University Graduate School of Education in Administration, Planning, and Social Policy. José’s teaching & research interests include: Latino/a Education; Educational Access & Equity; Diversity and Higher Education; Pre-College Outreach Programs; Evaluation Methods; and the Social Context Of Education.  Dr. Moreno is a past Co-Chair of the Editorial Board of the Harvard Educational Review and researcher for the Harvard University Civil Rights Project.  Dr. Moreno sits on various advisory councils including the National Action Council for Minorities in Engineering (NACME); Association of American Colleges & Universities (AAC&U) Making Excellence Inclusive; and the Western Association of Schools & Colleges (WASC) Student Success Task Force.

Dr. Moreno is currently the President of the Board of Education for the Anaheim City School District, one of the largest elementary school districts in California with over 19,000 students and an annual budget of over $180 million. A father of four beautiful girls, Dr. Moreno and his wife, Lorena Moreno, are among the founding parents of the only Dual Language Immersion Program in Anaheim.
